　　据中国政府网，国务院总理温家宝20日主持召开国务院常务会议，研究部署继续做好房地产市场调控工作。

　　会议指出，近年来，各地区、各部门认真落实中央关于加强房地产市场调控的决策部署，取得积极成效，投机投资性购房得到有效抑制，房地产市场形势逐步平稳。住房限购、差别化住房信贷和税收、增加土地供应等综合性政策措施，对合理引导住房需求、缓解供求矛盾、稳定房价特别是遏制一些热点城市房价过快上涨，发挥了关键作用。

　　会议指出，我国正处于城镇化快速发展时期，短期内热点城市和中心城市住房供求紧张格局难以根本改变，支持自住需求、抑制投机投资性购房是房地产市场调控必须坚持的一项基本政策。要保持政策的连续性和稳定性，严格执行并完善有关措施，促进房地产市场平稳健康发展。

　　会议确定了以下政策措施：

　　(一)完善稳定房价工作责任制。各直辖市、计划单列市和除拉萨外的省会城市要按照保持房价基本稳定的原则，制定并公布年度新建商品住房价格控制目标。建立健全稳定房价工作的考核问责制度。

　　(二)坚决抑制投机投资性购房。严格执行商品住房限购措施，已实施限购措施的直辖市、计划单列市和省会城市要在限购区域、限购住房类型、购房资格审查等方面，按统一要求完善限购措施。其他城市房价上涨过快的，省级政府应要求其及时采取限购等措施。严格实施差别化住房信贷政策。扩大个人住房房产税改革试点范围。

　　(三)增加普通商品住房及用地供应。2013年住房用地供应总量原则上不低于过去五年平均实际供应量。加快中小套型普通商品住房项目的供地、建设和上市，尽快形成有效供应。

　　(四)加快保障性安居工程规划建设。全面落实2013年城镇保障性安居工程基本建成470万套、新开工630万套的任务。配套设施要与保障性安居工程项目同步规划、同期建设、同时交付使用。完善并严格执行准入退出制度，确保公平分配。2013年底前，地级以上城市要把符合条件的外来务工人员纳入当地住房保障范围。

　　(五)加强市场监管。加强商品房预售管理，严格执行商品房销售明码标价规定，强化企业信用管理，严肃查处中介机构违法违规行为。推进城镇个人住房信息系统建设，加强市场监测和信息发布管理。

　　会议要求进一步完善住房供应体系，健全房地产市场运行和监管机制，加快形成引导房地产市场健康发展的长效机制。
