大连石化3年5起事故如同雷区 老总冷胜军被免职

对于中石油高管们而言，事故频发的大连石化如同“雷区”，随时都会“爆炸”。这一次轮到了两年前上任的冷胜军，而接替他的是中石油大港石化总经理、党委副书记段良伟。

7月22日，中石油集团官网宣布了大连石化新的领导班子人员任免，同时免去焦玉瑞大连石化公司副总经理职务，并由景玉忠接任。

昨日，中石油内部人士在接受《每日经济新闻(微博)》记者采访时说：“在中石油系统内，段良伟曾有过安全总监任职经历，这或许可以帮他临危受命大连石化总经理一职。”为吸取大连石化安全事故的惨痛教训，日前国务院已决定于7月中旬~9月底在全国范围内对所有石化企业、石油库和油气装卸码头开展拉网式安全专项检查。

两年前，因“7·16”和“8·29”两次火灾事故，原大庆炼化公司总经理冷胜军接替蒋凡出任大连石化公司总经理，没想到他的命运与前任如出一辙。

今年6月2日，大连石化发生储罐爆炸着火事故，这是继2010年7月16日以来，中石油在大连发生的第5起安全事故。7月21日，中石油董事长周吉平在大连石化现场办公会上说：“任何领导干部，不管地位有多高、过去贡献有多大，触犯了安全环保责任处理的红线，都应当承担相应责任。”

中国安全生产科学研究院院长刘铁民说：“发生安全事故后，对个人的追究只是权宜之计，这也是不得不采取的办法。中石油应反思管理体制、制度化建设、安全文化意识的问题，特别是项目承包中的巨大安全风险隐患。”

据了解，段良伟现任大港石化总经理、党委副书记，2006年，曾出任吉林石化分公司副总经理兼安全总监。景玉忠为锦州石化分公司副总工程师、机动设备处处长。

中石油内部人士认为，段良伟曾有过安全总监任职经历，对于提高大连石化的安全性有一定的帮助。不过，大港石化炼油能力只有500万吨左右，而大连石化是我国最大的炼油企业之一，炼油能力超过2000万吨，段良伟的压力可谓不小。
